RBKC Proposed Traffic Management Order - Whitchurch Road

Residents will have seen some notices around Whitchurch Road notifying us of RBKC's proposals P0559 and P0582. Click on each reference to view both orders.

P0559: On the north-east side of Whitchurch Road, outside Testerton Walk, Lancaster West Estate in Whitchurch Road for a distance of 11 metres (36ft). There is an obstruction of the fire hydrant which would which would be used in the event of a fire in Testerton Walk outside the hours of parking control (which are Monday to Friday 8.30am to 6.30pm and 8.30am to 1.30pm Saturday).

P0582: On both sides of Whitchurch Road, to convert a total of 16 metres (52ft) of residents' parking to double yellow lines outside and opposite of St Francis of Assisi Primary School, Whitchurch Road. On both sides of Whitchurch Road, to convert a total of 16 metres (52ft) of residents' parking to double yellow lines outside and opposite Nos. 1 and 2 Whitchurch Road. Because of the on-going works taking place in the Lancaster West Estate residents and visitors can no longer use the internal walkways to proceed southwards towards Treadgold Street and Stoneleigh Street. In addition, because of the presence of protective hoarding they cannot easily access Whitchurch Road. The Housing Regeneration Team have requested that two separate gaps are created in residents' parking, one in the east-west arm and a second in the north-south arm, as crossing points to and from the pavement on the south and west sides of Whitchurch Road. The Housing Regeneration Team will undertake work on the estate to enable residents to gain access to these `gaps' in parking, including removal of part of the permanent barrier and construction of a ramp on the east side of the north-south arm of Whitchurch Road.

Windsor Fellowship - Scholarship Programme Opportunity

Windsor Fellowship - The Bank of England African/African Caribbean Scholarship Programme - 2018-2021

The Bank of England in partnership with Windsor Fellowship is recruiting for the African/African-Caribbean Scholarship Programme.  The Programme is for students from a Black or Mixed African/ Caribbean background who are currently living or studying in Greater London, Manchester, Birmingham and surrounding areas and planning to start a full-time undergraduate degree in autumn 2018.

The African/African-Caribbean Scholarship Programme will offer successful applicants:
·         Up to £30,000 to be used to support living costs during an undergraduate degree
·         Paid Internships at the Bank of England in the summer holidays between 1st and 2nd years and 2nd and 3rd years
·         Mentoring, Coaching and Support from a member of the Bank of England team.

Eligibility and Application Criteria

·         The Programme is open to students who have no restrictions and are eligible to work and study in the UK
·         Expected to secure at least 104, (Pre 2017, 260 UCAS points) UCAS points and have 5 A*-C GCSEs (or equivalent) including Mathematics and English
·         Have a household income below £50,000
·         Have no restrictions on living/working in the UK

Public Scrutiny Survey by RBKC

The RBKC Council is conducting a survey through the Centre for Public Scrutiny from now until January 31, 2018.

We should all fill this in (about 10 minutes)  and send to our friends and neighbours. 

When answering keep in mind the following context:

An accountable governing structure when there is an entrenched majority (with 34% voter turnout) needs a framework for dissenting opinions.

Not enough is done to encourage voting in local elections such as sponsoring hustings in the wards.

LWRA Statement: Grenfell Memorial

 “Grenfell Memorial: A Chance for All of Us to Stand Together and Remember”

The Lancaster West Residents' Association hopes that survivors, bereaved and residents will be able to come together on 14 December, in remembrance of the Grenfell fire. The memorial will be held at St Paul’s Cathedral, often a site of national focus. 

Jacqui Haynes, Chair of Lancaster West Residents' Association, said “The memorial is a chance for all of us to come together and remember what happened. The fire left 71 dead, including 18 children, and daily we continue to see the impact and damage that fire did. We will stand together in memory and support of victims and families.” 

“We hope that this memorial is fitting and dignified. The people in Grenfell Tower were forgotten about and ignored before the fire and this is a chance to now remember and stand together.  The residents hope that the memorial at St Paul’s will be a means for people across the country to unite and stand with us.”

“Although 6 months on, the community is still living with the effects of this fire. 4 out of 5 are still in bed and breakfast, people are without homes and face the Christmas season without a home. Life in the shadow of the Tower is a daily struggle to repair our fractured community, lest we forget what happened that night."

“We understand the memorial at St Paul’s will be for all people, regardless of faith, to gather and remember what we lost. It’s not just the community but the nation to come together in memory. We hope that a spirit of unity and dignity will be there."    

Grenfell Public Inquiry Petition

There remains very strong feelings about the composition of the panel and concern about proper participation in the Inquiry.

Non-State/Corporate Core Participants (NSCCPs) are hoping to gather as many signatures as possible and deliver the petition to Downing street next week. 

Please ensure you sign this petition and share with as many people as possible.

KCTMO AGM Adjourned

At the Annual General Meeting of the Kensington & Chelsea Tenant Management Organisation, a motion to adjourn the meeting was proposed. 85% of those present voted to adjourn the meeting.

A date and venue for the AGM will be announced by the TMO shortly.

The letter explains some of the concerns surrounding the KCTMO AGM which is to be held on 17 October 2017. The letter also requests the adjournment of the AGM or, if this is not possible, for the TMO to make certain assurances based on their proposed resolution.

LWRA AGM

At the last RA meeting a poll was held to determine when our Annual General Meeting should be held. Residents who attended voted as follows: 

28 September 2017 : 50 votes

12 October 2017 : 6 votes

26 October 2017: 6 votes

As a result, the AGM will be held on Thursday 28th September 2017. Time and venue are yet to be confirmed. 

At this meeting, all current members of the RA committee will stand down from their positions. Any resident who wishes to nominate themselves to sit on the committee is welcome. A vote will be held to elect the new committee as well as the chair, vice chair, secretary and treasurer. 

We'll discuss this in further detail at our meeting this Thursday 7th September. Please direct any questions you may have regarding the AGM to lancwestra@gmail.com or in person at this week's meeting. 

Please note the following key points from the current RA constitution:

Nominations for election to the Management Committee must be received by the Secretary in writing at least 7 days before the AGM

Any member of 16 years and over shall be entitled to stand for election to the Management Committee

No more than one Management Committee member may be from the same household at any one time

Members of the Association who are elected Councillors of the RBKC, or employees of KCTMO, or members of KCTMO board or its Committees cannot be considered for election onto the Management Committee

Members present and voting at the AGM for the election of the Management Committee shall be entitled to nominate, up to a maximum of 11, retiring members of the Management Committee members to be elected for the forthcoming year

An independent observer shall attend each AGM to confirm that the meeting is conducted in accordance with the Association's Constitution

Refurbishment

We are happy to announce that the council have committed to a refurbishment of the Finger Blocks (Walkways) as well as Treadgold House. They have said this will be done 'sensitively' and with the full participation of each individual resident in order to keep disruption to a minimum. We will need to hold them to this and insist TMO are not in charge of the work being done, but rather that the residents of Barandon, Testerton, Hurstway and Treadgold lead the refurbishment collectively. We will also press them to extend this commitment to the remainder of Lancaster West Estate.
